feat(one-to-one): Don't invite one-to-one participant before sending message
Not adding the other participant any more directly, but instead
only when calling or writing a message, so users are not
notified while the actor is still typing the initial message.

fix(chat): Fix end-of-call showing "missed call" sometimes in one-to-one
We called getTime() twice and if by chance the time bit flipped between
the call for the attendee last_joined_call and the room last_activity,
the chat would show a "Missed call" for the starter when they also finished
the call.
