Recommendation is to avoid using the year nomenclature as this
information is already encoded in the git repo. Avoids needing to
repeatly update.
Also updates AUTHORS.txt from current repo with contributor names
Add direct handling of quadratic beziers to save compute time and number
of points. Update cubic interpolation to reduce number of points
generated for a given smoothness
Cache data on open and used cached data to avoid multiple re-calcs
Remove minimum line length and number of segments and replace with
standard max error level. Allows us to specify the tolerance of bezier
interpolation
eda_shape: small enhancement: when generating a polyline from the Bezier curve,
filter the last point if the last segment is shorter than the given min lenght
pad of a given number.
Also improves other DRC logic to tighten up the net-tie rules now that
we know which pads are allowed to short with which other pads.
Also removes the "Overlapping pads" DRC violation now that we know
whether or not overlapping pads in a net-tie footprint constitute a
short.

ADDED arc, circle and rectangle shapes for schematic. Shapes support
line styles and fill colors.
CHANGED sheet background color in Edit Text & Graphics Properties to
fill color (and it now affects shapes).
Pushed STROKE_PARAMS down into common and moved all shapes to using it
for stroke descriptions.
