Some differences are due to difference between libraries being files
in symbol editor and directories in footprint editor, but this unifies
most of the rest.
It also dispenses with the save-to-library vs save-to-document distinction
in the GUI because it makes for too much variability in the GUI, was
implemented differently between the two editors, and isn't needed as much
anymore now that we have the highly visible infobar.
There was also an issue that the save-to-board icon occupies the same
location and has the same size/shape/colours as the Board Setup icon in
PCBNew.

ADDED: Radio button controls to symbol library editor save as file dialog
to allow the user to choose the appropriate symbol library table changes
to be made after the library is saved.

Prior to this change the "Save As.." command would take a different action
based on the state of the editor which could be confusing. There are now
separate commands for saving the currently selected library or symbol.
CHANGED: The implicit save as menu entry which would save the currently
selected library if no symbol was selected or the current symbol to a
different library. There are now separate save as commands for libraries
and symbols to make it obvious what is being saved.
1) Zero out selection in tree when canvas captures focus so that
save/save as actions will go to canvas, not tree item.
2) Make save do a save to schematic when the canvas symbol is from
the schematic.
3) Copy fields when doing a save to schematic (setting the lib part
doesn't update them on its own).
4) Remove no-longer-necessary calls to update schematic after
saving symbols (the schematic symbols are no longer hot-linked).

Instead of forcing the user to save modified read only libraries to a
different file name, an info bar is displayed warning the user that read
only libraries need to be saved as a different library. All modified
non-read only libraries are saved as normal.

Copying or cutting an symbol to the clipboard using the context menu
in the library tree requires a root symbol. Inherited symbols must
be flattened in order to properly be added to a symbol library.

Use the s-expression symbol library file format for copy/cut to clipboard
instead of legacy symbol file format when using the library tree context
menu copy and cut entries. Also use s-expression file format for parsing
clipboard contents using the context menu.

In order allow the new file format to support derived symbols with
field properties that are different than the parent symbol, the code
that copied the parent field properties to the derive symbol field
properties had to moved out of LIB_PART::SetParent() into the legacy
symbol library plugin and the symbol library editor add new symbol
code to preserve the current behavior and not overwrite derived
symbol field properties.
This lays the ground work for allowing field properties of derived
symbols to be different than their parent symbol.
CHANGED: The symbol library save menu entry is now only enable when the
currently selected library is modified.
CHANGED: The symbol library save all menu entry and tool bar button are
enabled when one or more of the symbol libraries have been modified.
REMOVED: The ability to save symbol libraries in the legacy file format.
