Follow-up after the KIBIS and KIBIS GUI merge requests.
- Move KIBIS from Pcbnew to Eeschema space,
- Make KIBIS obtain the Ku/Kd coefficients via the `SPICE_SIMULATOR` class instead of calling the `ngspice` executable via `system()`,
- Allow to toggle between differential and single-ended model in the GUI,
- Various GUI fixes and improvements.
This moves the generated files out of the source tree and into
the build directory. They are now regenerated each time they are
needed, based on the timestamp of the generated file compared to
the timestamp of the lemon file.
To do this, we also bundle lemon into the thirdparty directory
and build it for ourselves since it is a very tiny program and
not all platforms seem to distribute it in a consistent manner.

Removes the TTL triangulator in favor of the delaunator triangulator.
This removes the only AGPL code in the KiCad codebase and therefore
allows the full project to be licensed under the GPLv3.

This is part of cleaning the build system for #1906.
The decision to include the TTL library make KiCad a derivative work
under the terms of the AGPL version 3 or later license.
Add both the GPL3 and AGPL3 license text files and add a readme file
about the KiCad licensing. Contributing to KiCad still falls under
the GPL3+ license.
