Board setup rows should be sortable when inserting new elements. They
get sorted when saving, this keeps that representation while editing

A note to developers, please do not set the minimum and/or size of bitmap
buttons. It causes bitmaps to get clipped using GTK on Linux. If the
bitmap button size is not acceptable, then supply an appropriately sized
bitmap rather than attempt to force the wxWidgets sizing mechanism to do
what you want. This almost always causes platform differences that do
not work well.
Set the netclass grid a bit narrower so it doesn't end up with a scroll
bar.
Load the constraints bitmaps on show so they get drawn (otherwise all
but those in the first sizer are blank).
Improve dialog layout and fix UI policy issues with all of the dialog
boxes in the Gerbview and Pcbnew code paths.
Updated the use of component to footprint where appropriate.
Pcbnew: auxiliary axis shape: use the same look as GAL, to be consistent with GAL.
Minor change in dialog_env_var_config (use the wxStdDialogButtonSize for usual OK, Cancel and help buttons)
* Remove ENVIRONMENT_VARIABLE_CHAR_VALIDATOR::OnChar() because it was skipping
the filtering of the first character. Not sure what was going but this seemed to fix the issue.
* Added environment variable name test to DIALOG_ENV_VAR_CONFIG::TransferDataFromWindow
because apparently validators do not get called in wxGrids even whe the extend window style
wxWS_EX_VALIDATE_RECURSIVELY is set.
* Set the default button using wxFormBuilder since the OK button is not part of a wxStdDialogButtonSizer.
* Minor improvements to the HTML help dialog.
* Fix assertion when calling HTML help dialog. Apparently any dialog derived from DIALOG_SHIM must
have a KIWAY top level window as a parent.
* Create new dialog to edit environment variables.
* Add helper class ENV_VAR_ITEM to manage environment variable values and
if they were defined externally.
* A path configuration dialog access to KiCad, CvPcb, Pcbnew, and Footprint Editor
window menus.
* Add validator for environment variables.
File "rules" has instructional text as comments near top.
2) Convert all text files in repo to LF line ending form.
Any checkout done with "rules" in play will convert the working
tree to native line ending, while keeping repo as LF line ending.
